Pelican Rapids Public Schools board members debated whether to commission outside help to study enrollment trends before launching a broader needs assessment, with several members urging an initial enrollment analysis so the district can make data-driven choices about longer-term investments.
"All of our professional conversations with institutions or any other districts that have had similar projects have recommended to do an enrollment analysis before you even engage in a needs assessment," one committee member told the board, urging the two-step approach. Board members discussed timing and cost: the enrollment analysis was proposed for December through February so the results would be available before broader needs-assessment planning.
Board member Jay (committee member) said the analysis should provide granular projections (how many students live in the district, open-enrollment trends and online enrollments) and suggested the finance committee could gather preliminary data to reduce consultant costs. Several board members asked to see vendor proposals, scope-of-work breakdowns and price quotes for comparison before selecting a provider.
Discussion emphasized trade-offs: an external needs assessment could provide an outside perspective but would be less efficient if enrollment projections change; board members cited scenarios where a full needs assessment could recommend investments the district cannot support if enrollment declines. The board did not vote to hire a consultant but directed staff to collect proposals, vendor details and cost estimates and to consider in-house data work to contain costs.
Next steps: staff will provide names of organizations contacted, the proposed scope and prices for the enrollment analysis, and the board plans a work session to review results and scope a phase-two needs assessment if warranted.
