District presenters outline budget priorities and constraints, say most spending goes to staff pay

Presenter told the Bath Central School District board that the district's spending priorities center on staffing, saying, "55% of that $50,000,000 is wages and benefits because we are in the people business." The presenter framed the meeting around "every student every day" and said staff created materials to help the public visualize how funds are allocated.

The presenter warned that some revenue sources are volatile and outside local control, noting a cited 65% figure that "is very fluctuating in a very unknown and very ambiguous" way. The presenter said "with GEANS, we can only fund ordinary expenses such as payroll," and that other expenditures must be authorized by the New York State Education Department.

Board members and staff discussed positions created under a COVID-era model that have since expired and acknowledged that attrition and retirements have affected staffing counts. Student council and other routine reports were presented later in the meeting; staff invited additional questions and offered a follow-up meeting for a deeper review of the budget materials.

The board did not take a formal vote on the budget during this session and directed staff to answer remaining questions at a future meeting or follow-up session.
