Boys & Girls Club to open campus site; licensing, a fire panel and capacity remain hurdles

Pam Cisneros, representing the local Boys & Girls Club, told the Tularosa Municipal Schools board during public comment that the organization plans to open a campus-based after-school site as soon as Monday.
“We used to be the women's girls club in Otero County. We're now the base of Otero,” Cisneros said, describing staff and leadership and introducing her operations team. She said the program currently has 10 children signed up and 21 on a waiting list; the room is certified for 39 children with a staff-to-child ratio of 15 to 1.
Cisneros said the group is pursuing an early-childhood license through the state (ECECD) that would enable parental payments to be covered for eligible families. “They will pay for all of August,” she said of the state reimbursement tied to a provisional license, and noted roughly 82% of the program's children would qualify under the funding rules discussed at the meeting.
Board members and staff pressed the organization about staffing and readiness. A board member noted a Johnson Controls quote of about $11,000 for a fire panel issue that currently prevents licensing; board discussion made clear the board would need to decide whether to allocate funds to correct that deficiency before the license can be issued.
Cisneros also said the club is applying for a CACFP grant to provide a healthy after-school snack and described plans to coordinate schedule-wise around school hours, operating full days on Fridays and adjusting around the school calendar.
The board did not take a vote on funding the fire-panel repair at the meeting; board members and staff said they would follow up with the organization and bring any requested expenditures to the board for consideration.
