Facilities committee urges funding analysis and FMD master plan as enrollment rises

The Bethel Local facilities committee told the board it wants a quick funding analysis and for the district’s master-planning consultant (FMD) to accelerate next steps after a Oct. 8 working session.

At the meeting the committee reported it reviewed Phase 1 of the Carriage Trails 2 development and recommended three priorities: (1) analyze funding options for adding classroom space and additions at the high school north end and near the cafeteria; (2) expedite FMD’s master plan and bring findings to the Dec. 8 work session; and (3) kick off planning for a field house, bleachers and expanded parking.

Those recommendations came as the superintendent (S2) presented updated enrollment figures: current enrollment 2,029 (including CTC) and board members cited an expected increase of roughly 61 high-school students and about 84 additional middle-school students next year. The superintendent said staff have positioned some grade bands to absorb short-term growth but that kindergarten and other pockets could require additional classroom space.

One board member asked the committee to seek OFCC clarification on whether the gym can be converted for academic use or must remain dedicated to athletics; committee members recommended inviting OFCC to an upcoming meeting to verify rules and funding implications.

The facilities committee emphasized that adding permanent space requires funding analysis and coordination with enrollment projections and OFCC grant rules. Board members asked staff to match FMD’s master-plan recommendations with the new enrollment packet and to return with cost estimates and funding scenarios.

What’s next: FMD will attend the Dec. 8 work session and the facilities committee will review the updated enrollment packet and OFCC guidance before making formal recommendations to the full board.
