Board member Mr. Manner (speaker 11) presented research and an attorney opinion suggesting legislative authority would be required for board compensation and that the process could be lengthy. He proposed forming a committee to hear stakeholder views and prepare recommendations. Supporters said the committee would let the district gauge community appetite and learn from other districts; opponents cautioned the district lacks current legal authority and urged pairing local work with a broader NISBA or legislative strategy.
The board discussed possible committee makeup (limited board members for forum purposes, inclusion of former board members and community stakeholders) and next steps. The motion to form the committee carried 7–2; specifics about membership, timelines and reporting were deferred to the Nov. 18 agenda.
Board members noted that if a compensation change required legislative authority it would involve state lawmakers; the committee was asked to consider whether to pursue a NISBA resolution to seek a broader statewide approach as one path.
