Conestoga Valley board leans toward 2.75% millage increase in budget discussion

Hunsinger, a district staff member, presented updated budget scenarios and asked the board for direction on the district's millage rate ahead of next week's vote.
"What we're looking at right now is the comparison of a 2.5 and a 2.75% millage rate increase," Hunsinger said, showing the district's projections and shortly afterward noting a bond‑rating call with Standard & Poor's related to upcoming borrowing.
The presentation compared the two options: a 2.5% increase would raise about $1,400,000 and leave an estimated $1.3 million deficit; a 2.75% increase would generate roughly $139,000 more and reduce the projected deficit to about $1.2 million. Hunsinger told the board he had budgeted conservatively for only 50% of a state adequacy supplement because the state budget remained uncertain.
Board members debated the tradeoffs between minimizing near‑term taxpayer impact and avoiding a long‑term "snowball" of debt service. The chair (Speaker 1) said the cost difference to an individual taxpayer was small but warned against compounding increases over time: "To me, that's death by 1,000 cuts." Another board member urged attention to long‑term debt obligations tied to construction projects and said modest increases now could reduce pressure later.
The board took a nonbinding straw poll that showed more members preferring the 2.75% proposal among those present, but members emphasized this was not a formal vote. The superintendent reminded the board that the tax rate cannot be changed after tax bills are issued on July 1, and that staff will post formal resolutions for the board to vote on at the next meeting.
Next steps: staff will prepare resolutions for the two millage options for formal consideration and roll‑call vote at the board's June meeting.
