At its meeting, the Gambling Control Board’s director reported October industry sales of $438,000,000, a 2.94% increase over October 2025, and year-to-date gross receipts through October FY 2026 of $1,690,000,000, up 2.69% from FY 2025.
The figures framed the director’s broader update on agency operations, including an ongoing rules process whose public comment period ends today; the director said there is one official comment posted on the board’s website and that staff has received additional comments by email. The director also said the agency held its first public advisory committee (PAC) meeting last week with about 16–17 attendees and plans at least one more PAC meeting in January.
"For the industry update, October sales were $438,000,000, which is up 2.94% over October 2025," the director said, adding that the agency will post every version of draft rules online so stakeholders can follow changes and staff will prepare a SONAR (statement of need and reasonableness) to explain why rule changes are necessary and how they affect the industry.
The director reported roughly 160 gambling managers still need to complete required continuing‑education classes for calendar year 2025; staff will email those managers and help resolve cases where people believe they already completed training. The director said the agency is under budget year‑to‑date and plans to recruit an education outreach manager in January to coordinate training and outreach work.
The report included operational items such as posting large organizational annual reports in sortable formats and distributing star‑rating reports to individual organizations this week, enabling licensees and the public to view metrics by city, license number and mission-related percentages.
The director signaled the agency is prioritizing transparency—posting draft rules and data files online—and outreach, with plans to test a bartender-facing one-page handout through field agents before wider distribution.
The board did not take formal action on rule language during this update; staff said the next steps will include the SONAR filing and additional PAC meetings to solicit more feedback.
