Gambling Control Board hears FY25 results: $4.91 billion gross receipts; provider fee cap saved organizations about $20 million

At its Nov. 21, 2025, meeting in Roseville, the Gambling Control Board received the agency’s annual report showing fiscal year 2025 gross receipts of $4,910,000,000, a 0.5% decline from FY24, and net receipts up about $1,000,000 (0.2%). Director Wade delivered the report and highlighted several program and budget items.

“The agency's annual report is out now... Gross receipts for FY '25 were $4,910,000,000 which is down point 5% from FY '24,” Director Wade said. Wade told the board that paper pull tabs were up 4.5% for the year while eTAP (electronic) sales were down 4.6% for the full year, and that other forms of gambling increased in gross receipts.

Wade identified a recent legislative change — an e-gaming provider fee capped at 25% of net receipts effective July 1, 2024 — as a material factor in the year’s finances. “Organizations saved about $20,000,000 for FY '25, because of that legislation, so that's not a small amount,” Wade said. The director added that the initial decline in eTAP sales began in January and February but rebounded later in the year.

Wade also summarized administrative items: the agency is under budget with no unexpected costs, has no positions currently posted but plans limited hiring after the new year, and is moving into testing for a new online portal to accept licensing fees electronically. Wade reminded the board that the rules comment period remains open through Dec. 15 and that a public advisory committee meeting is scheduled in December to support the rules process.

The board set its next meeting for Dec. 15, 2025, and adjourned the Nov. 21 session without further action on the report.
