Okonavo said the decision about what constitutes an emergency will be made by the commission’s chief veterinarian, Dr. Hoff, in consultation with aftercare committee chair Lisa Goodman; both approvals are required for disbursement.
Commissioners moved and seconded the recommendation; the motion passed by voice vote. The action creates a narrowly defined, pre-funded emergency pool intended to expedite care for eligible aftercare organizations while limiting fiscal exposure.
