Sto-Rox SD lays out recovery plan and Appendix E monitoring to document exit from financial recovery

Sto-Rox SD leaders presented a five-year recovery plan and a monitoring framework designed to document progress toward exiting state-mandated financial recovery.

At the board meeting, a presenter described the plan as “a roadmap for the district” that will rely on defined key performance indicators collected at monthly, quarterly and annual intervals and recorded in Appendix E, which the district will use as its monitoring tool. The presenter said the appendix and its KPIs are in the plan’s appendix and will form the basis of evidence to support any future request to exit recovery.

The chair said Appendix E will drive the monitoring tool and that the district will provide a portal where officials will upload evidence of progress. The chair named Mrs. Coleman as a point of contact who would embed the monitoring process in daily practice during the district’s anticipated five-year monitoring period.

Officials signaled urgency around the district’s finances. The chair noted the district’s payroll runs about $375,000 per pay period and said the Harrisburg budget impasse has reduced expected revenues, though the chair added the district currently has sufficient funds on hand. Board leadership said documentation of improvements and archived evidence of growth may support changes to the recovery plan or eventual exit if sustained progress is shown.

The district did not take a vote on policy at the session. The chair said the board expects to meet again on Wednesday, Oct. 29, at 4:00 p.m., when Tony Paul is scheduled to report on curriculum work.
