Public commenter urges Spring Grove board to release investigation findings and change substitute-investigation policy

A public commenter told the Spring Grove Area School District board during public comment that a substitute teacher was told an investigation had concluded and was barred from working at one school while not being shown the investigation report or evidence against them.
The commenter, identified in discussion later in the meeting as Mr. Treadle, said the substitute first learned of the accusations only at an eight-day follow-up meeting and was denied access to the investigative file. “I never got a chance to see any of the evidence against me,” he said, arguing that the district’s practice of keeping investigations sealed from the person under investigation denies people a chance to defend themselves.
Mr. Treadle urged the board to obtain the investigation and review it for fairness, to make sure the accused were informed of the charges, had access to evidence, and were able to submit evidence on their own behalf. He said current practices create a perception among long-serving teachers that leadership does not have their backs, which could reduce willingness to address student behavior.
Board members did not immediately resolve the complaint in open session. Later in the meeting a board member asked for an executive session to address the matter as a personnel issue; the president agreed and the board moved to adjourn to executive session for personnel follow-up.
The board did not announce any immediate change to district policy at the meeting; the commenter asked the board to consider revising policy so investigations are carried out to ascertain the truth and include safeguards to prevent parental pressure from determining personnel outcomes.
