Finance director: solar rebate received; state budget delay could hold up district payments

Snyder reviewed solar-metering graphs for one of the district meters and said the district had days where solar production exceeded usage on that meter, but that a full net-metering calculation across all six meters remains under review with McClure and PPL. He confirmed the district received a PPL rebate (about $467,000) and that the funds are in the district account.
On broader finance risk, Snyder told the board that many state-funded payments — including basic education, special education reimbursements, transportation and several state grants — will be held until the state budget is passed and signed by the governor. He said Southern Columbia is not currently insolvent, noted local real-estate tax receipts arriving this cycle and said staff are preparing contingency plans and may need to reassign some previously committed funds to maintain liquidity if delays extend.
Snyder said he will continue to work with the district’s external consultants and auditors to meet federal and state filing requirements related to solar incentives and to monitor cash-flow implications of the state budget situation. The board requested relevant documentation for local media and community awareness.
