Southeast Delco board meeting proceeds without a quorum; no votes taken

Craig Butler, board secretary for the Board of School Directors of the Southeast Delco School District, called the Nov. 20 meeting to order at 7:02 p.m. and completed roll call before announcing that the board did not have a quorum and therefore would not take votes on agenda items.
"Based on the roll call vote, it is evident that there is not a quorum of the board, so there will not be any voting on the agenda items," Butler said. Because of that limitation, the board proceeded with reports and presentations rather than formal business.
The meeting featured student representative reports from senior representative Joy Knight and junior representative Jason McGowan, who summarized school activities across the district, including student recognitions, field trips and fundraising. A Darby Township School presentation followed, during which staff outlined attendance gains, reduced suspensions and PSSA growth (see separate article).
During the public-comment portion, speakers praised outgoing board member Rebecca Perry for her service. Courtney Rowan, identifying herself with Citadel Credit Union, announced open nominations for the Citadel Heart of Learning Award and described prize amounts and how to nominate teachers.
Donna Espadilla, introduced to the microphone by the board, identified herself as mayor of Collingdale and briefly raised three local problems involving a wall near schools and related disruptions, urging attention. The transcript records the mayor’s brief comment but does not record a formal board response or follow-up directive.
Butler closed the meeting by reviewing future dates: a reorganization meeting on Dec. 1, 2025, at 6 p.m. and the next board business meeting on Dec. 11 at 7 p.m., then adjourned at 7:48 p.m.
Because the board lacked a quorum, no motions, votes or official board actions were recorded; the public record for Nov. 20 consists of the reports and public comments presented at the meeting.
