A SiteLogic presenter told the Southern Columbia Area School District finance and facilities committee that the district’s water‑storage project will include either a full tank refurbishment or an alternate plan that installs multiple smaller plastic tanks.
“Our base bid includes a complete tank refurbishment, including interior tank lining, exterior coating, new tank leveling controls, booster pump replacement and all associated piping,” the presenter said, adding that the alternate would install 12 1,100‑gallon plastic storage tanks rather than excavate beneath the loading dock.
SiteLogic said the base bid scope also anticipates new filtration or softening equipment, room restorations, a concrete floor replacement and sandblasting and relining the tank interior. The presenter said the district’s water analysis — received the morning of the meeting but not yet reviewed — will determine whether filtration or softening systems are required.
The presenter described operational constraints that affect schedule and method. “DEP told us the permitting process takes up to 120 days,” the presenter said, and the district cannot submit concurrent permits for both replacement and refurbishment; that restriction requires the district to select a path before filing.
SiteLogic also recommended the board approve a ‘not to exceed’ amount so the team can continue negotiating subcontractor prices and begin the DEP process without waiting for final bids. The team said it will deliver a draft contract for solicitor review on Nov. 7 and seek board approval on Nov. 17.
Board members pressed the team on inspection timing and longevity. SiteLogic estimated that a tank epoxy lining can provide long service life (company materials cited multi‑decade performance), that an in‑tank lining procedure typically takes about two weeks, and that any full refurbishment requires a certified tank inspection and, if necessary, cutting an access manway.
On next steps, the district will review the water analysis, receive the tank‑lining company’s price and schedule information, and return to the board with refined budget figures and a recommended procurement path. The committee did not vote on the project but scheduled continued updates.
