Staff and the district’s energy broker explained the system is generating power but the district has had connectivity and portal‑monitoring problems that prevent reliable reporting. District staff said they installed an antenna to help signal strength and switched from net metering to virtual metering at PPNL’s request, which changed how monthly credits are calculated. A SiteLogic/energy consultant said the district cannot yet sell SRECs because generation is being generated but not credited; SREC market pricing was noted at about $34.34 per credit with a target of $35.
The district also pulled the bus barn out of the solar‑credit agreement because it is separately paid by a subcontractor and staff plan to remove lower‑field lighting from the agreement temporarily and add it back later. Staff said they have an account representative at the utility and will continue troubleshooting the portal and metering arrangement.
Next steps: staff will meet with McClure on the 20th to finalize civil work, continue troubleshooting connectivity and portal monitoring, and report back to the board.
