Board reviews special-education contracts including GHR BCBA addendum

A district special-education presenter told the Southeast Delco School District Board committee on Oct. 16 that the administration is seeking approval for two special-education items: an educational contract with Martin Luther School for a student currently attending that program and an addendum to an existing staffing agreement with GHR for BCBA (behavioral consultation and behavioral analysis) supervision.
“They do have a hourly rate of a $130 not to exceed 10 hours per month to be paid from the general fund,” the presenter said, describing the proposed GHR supervision arrangement. The presenter said the GHR contract is one of several behavioral-health vendor arrangements the district uses under an umbrella of providers.
A board member asked whether the district solicits bids for behavioral-services vendors. The presenter replied that the district does not run an open bid process for these particular behavioral-support contracts and that agencies including GHR and Delta T are among the vendors used.
The committee also heard a discipline update that two expulsions from Academy Park High School occurred last month; families reportedly signed expulsion agreements and waived formal board hearings. Staff said additional discipline items are likely to appear on the November board agenda.
The special-education items were presented as consent/agenda items; no formal vote or roll call on these contracts appears in the committee transcript.
