Chief Academic Officer Dr. Sean McNeal told the board the district’s multi-year analysis shows a current third-grade proficiency rate of 43.9%, a decline from the prior year. "The goal is not only to monitor performance, but to interrogate the system, supports, and practices shaping that performance," McNeal said, framing the presentation around transparency, alignment and clarity.
The presentation placed local results in a broader context, citing national and state benchmarks (NAEP) and showing consistent patterns across multiple measures. District staff said DIBELS (an early screener) and the Classroom Diagnostic Tool (CDT) align with PSSA outcomes: where foundational skills on DIBELS are stronger, PSSA proficiency tends to be higher; where foundational skills lag, end-of-year outcomes are lower.
