Pittsburgh SD presents goal‑monitoring update as third‑grade ELA proficiency falls to 43.9%

District academic leaders told the Pittsburgh SD board on Dec. 9 that third‑grade English language arts proficiency has declined and that the district is reorganizing supports to accelerate literacy growth.

"The current rate of 43.9 percent reflects a decline from the previous year," said Dr. Sean McNeal, the district's chief academic officer, saying the pattern looked systemic rather than the result of isolated dips. He framed the update around transparency, alignment and clarity and noted national and state benchmarks — including NAEP and Pennsylvania PSSA results — to situate local performance.

The presentation said schools with stronger foundational skill outcomes on DIBELS (a measure of decoding, accuracy and fluency) tended to have higher PSSA proficiency, while schools with weak foundational skills also had lower end‑of‑year performance. McNeal described the Classroom Diagnostic Tool (CDT) results for last year's third graders as reinforcing those concerns: a substantial portion of students were in a high‑risk range and projected not to meet grade‑level proficiency based on current performance.
