Penn Manor advances second‑reading policy package — livestreaming, AI guidance and opioid antagonist among items placed on Feb. 18 voting agenda

Penn Manor, Pa. — The Penn Manor board advanced a package of second‑reading policy updates to the Feb. 18 voting agenda, encompassing organizational due‑process language, student behavior reporting changes, a live‑streaming policy, generative‑AI guidance and an opioid‑antagonist option.

Superintendent Dr. Gail Fullerton summarized the package and the reasons for proposed wording changes, noting several edits reflect recent legislative or court developments. She said the student behavior and school‑security reporting lines are being updated to reflect a change in where reports are sent (from PCCD to the Department of Education) and that Act 67 provides additional enforcement language around nonresident tuition and unenrollment procedures.

On transparency and public access, the proposed live‑streaming policy would require the district to maintain recordings on the district YouTube channel for one year; Dr. Fullerton noted, "Keith will now upload that to the district YouTube channel," as part of implementation plans. The generative AI document is framed as guidance and staff‑training language to educate teachers and students on appropriate AI use. The opioid‑antagonist policy would permit the district, if it chooses, to have medications available to respond to opioid overdose and would require nursing training and procedural protocols.

A motion to place the entire second‑reading package on the Feb. 18 voting agenda was made and seconded; the committee recorded nine affirmative votes and the package will appear on the next meeting’s voting agenda.

Next steps: the policies will appear on the Feb. 18 voting agenda for final consideration; administration and solicitor input will accompany the final voting packet.
