Penn Manor, Pa. — The Penn Manor School District’s committee approved a plan to expand the district’s supplement to the state property and rental tax‑rebate program, directing administrators to prepare an updated form for formal approval at the March 3 board meeting.
Business manager Mr. Fory presented a set of three options for modest district supplements to the state PA‑1000 rebate structure. He told the committee that, so far this year, “we're up to 230 that have been paid in the current year” totaling about “$73,281 in the current year,” and walked members through scenarios showing incremental district costs for different adjustments.
The most expansive option — the one the board adopted in a motion — combined a modest cap increase and widened income bands. Mr. Fory said the combined change would affect roughly half of current program participants and estimated the district cost at about $18,200 under current participation levels.
During questioning, board members sought clarity on income definitions and whether eligibility is calculated per deed owner or per household. Mr. Fory said the district uses the state PA‑1000 form and that eligibility is applied to the person on the deed, which has in the past caused some residents to lose eligibility after deed transfers.
Board member Mr. Swigert moved to adopt option 3; the motion was seconded and passed. Mr. Fory said he will bring an updated form reflecting the approved percentage bands to the March 3 meeting for formal approval and website posting.
The committee did not change the underlying state qualification process and emphasized that residents will still submit the state‑approved PA‑1000 form to qualify for the district supplement.
Next steps: administration will prepare the revised rebate form for the March 3 voting agenda and post instructions on the district website if the board formally approves the item.
