Penn Manor board tables two personnel items amid public pushback over spending

At its May 19 meeting, the Penn Manor School Board voted to table two personnel items—listed on the agenda as 2b and 2c—while asking administration for clearer goals and cost justification.

A committee member moved, “I’d like to table, 2 b and 2 c,” and a second was made before the board approved tabling by a 7–2 vote. Board members who supported tabling said they wanted measurable goals tied to the added expense and clearer evidence for the additional work days included in the facilitator proposals; one speaker noted that the extra nine days would add about $9,000 per position.

The action followed robust public comment. Jackie Norman of Manor Township expressed frustration with capital reserve proposals and questioned high line items: “It’s out of control,” she said, listing concerns about $47,000 for whiteboards, a $20,000 custodial equipment line and a maintenance truck purchase. Another resident, Sheldon Champinelli, urged the board to provide concrete cost‑cutting proposals rather than repeated tax increases. Tim Guy of Marion Township urged the district to reallocate funds to hire more teachers, saying the district should invest more in classrooms because it spends comparatively little per pupil in the state.
