Director Grayson, a newer member, urged the board to "be considerate of everybody on the board and everybody's opinions" and to consult constituents; Director Silk urged clearer communications with the public about the ramifications of taking no action.

The motion to reconsider was seconded by Director Cook Purnell and passed on a roll-call vote, 8–0.
