Penn Manor board appoints Eric G. Wuerfel amid heated public debate over process

Several residents urged the board to delay the appointment and conduct an open, interview-based process. “The process the board used to fill the vacant seat was not open or transparent,” said a resident who identified herself as Maureen Helfrich, adding that multiple primary candidates were on the ballot and deserved consideration. Another commenter, Jody Stauffer, criticized Wuerfel’s background and urged the board to investigate reporting she said existed in local media; the chair stopped that commenter after a portion of her remarks were judged potentially inflammatory under board policy.
Other speakers supported the appointment. Shauna Chompanelli said the decision to place the primary’s top vote-earner in the seat followed counsel’s advice given the timing of the vacancy, and she called Wuerfel “kind and generous.” A board member who seconded the nomination told colleagues he had known Wuerfel for years and described his honesty and integrity.
Board members also cited statutory authority during the discussion: a board director referenced Section 3-315 of the Pennsylvania Public School Code as the legal framework for filling vacancies within 30 days when a vacancy occurs.
After the roll-call vote, the board welcomed Wuerfel, who took the oath of office and joined the new roll call that followed. The board did not adopt any additional procedural changes to its appointment process at this meeting; some public commenters requested that the board revise its policy for future vacancies to require a documented interview and vetting process.
What’s next: Wuerfel will serve until the next election, when the seat will be decided by voters, per the legal guidance cited by administration and the board.
