Board member urges changes to public‑participation policy during Policy 006 first reading

During the first reading of Policy 006 a board member (speaker 10) laid out a series of recommended changes to the district’s public-participation and policy-review procedures.

The director asked that the district allow more time for policy and committee review—suggesting one to three months—so the public and board members can study materials before formal votes. They urged providing paper copies of committee materials to members of the public, expanding both public-comment sections to permit agenda and non-agenda comments when feasible, and instituting a rule that requires an item to be placed on the next agenda if three or more board members request it (with an exception for time-sensitive matters).

Citing First Amendment principles, Pennsylvania open-meetings requirements and case law such as Ward v. Rock Against Racism, the director warned against language that would bar personally directed or offensive remarks and referenced a Pennsbury court settlement as a cautionary example. The director also recommended removing website language that instructs speakers to address comments to the board "as a whole" rather than to individuals, staff or the superintendent.

President (speaker 1) asked colleagues to submit proposed edits to board leadership so the suggestions can be circulated and considered at the October committee meeting. No vote on Policy 006 was taken; the item remains at first reading.
