Board approves routine finance items, accepts grants and donations, and amends NHS blood‑drive motion to require parental consent

The McGuffey School District board voted through a series of routine financial and program items at its Nov. 21 meeting and amended the recommended action to require parental consent for minors participating in an upcoming student blood drive.
Minutes and finance motions: the board approved minutes from the Oct. 17 meeting and a general‑fund warrant batch (checks 79,931–80,086) totaling $697,369.14. The board also approved food‑service warrants dated 11/21/2024 (checks 7,778–7,779) totaling $87,918.64; the treasurer’s report for October 2024; and a DOB Series 2020–21 bill list (check 21057) for $19,658.98. A staff member noted an operational change to use ACH for cyber charter tuition payments following a check‑fraud incident.
Student blood drive and parental consent: the board considered a recommended action to approve the McGuffey High School chapter of the National Honor Society to host a blood drive on Feb. 26, 2025. A resident raised concerns during public comment that agenda language had changed and urged parental consent remain required for participants under 18. A board member moved to amend the motion to add language that parental consent forms be distributed to students under 18; the amendment was seconded and the board approved the amended motion. The chair clarified that background wording change did not alter the agenda item itself and therefore did not violate the Sunshine Act.
Grants and donations: the board accepted a $20,389.75 award from the Pennsylvania Training and Technical Assistance Network to advance literacy programming. The board also accepted donated items from GreenTek Manufacturing for the agricultural mechanics program and approved $500 donations from boys’ and girls’ basketball boosters to fund gym laser shows (per Policy 702). Trustees asked staff how laser‑show announcements would accommodate audience members with seizure disorders; staff said shows would be announced in advance.
Executive session: the board voted to enter executive session for personnel and contract matters at 7:28 p.m.
What to watch: administration will finalize audit work and the AFR; the board will consider the district’s decision on whether to seek tax‑index exceptions later in the budget calendar.
