Mid Valley school board approves personnel moves, contracts and pay applications

The Mid Valley School directors on Oct. 16 approved a slate of routine district business, including personnel hires and resignations, multiple vendor pay applications, and an appointment for the district’s school physician.
Board action included the approval of minutes from the Sept. 18 meeting; acceptance of staff resignations; and a package of personnel appointments that the board authorized conditionally pending required clearances, among them Sally Quinn as an elementary teacher and Michael Lohman as a part‑time school security officer at $30 per hour, effective Oct. 17 or soon thereafter. Mrs. Tanner moved the appointments; the motion passed following a roll‑call procedure.
Directors approved extracurricular staffing for the 2024‑25 school year — assistant coaches and drama advisers at stipends set by the collective bargaining agreement — and confirmed volunteer appointments contingent on receipt of required background clearances.
On contracts and payments, the board approved the American School Counselor Association consulting agreement and extended (or formalized) an affiliation arrangement with the University of Scranton through June (the motion language on the record included brief confusion about whether the item was to extend or remove an extension; the board recorded a vote and carried the motion). The board also approved the NTIEC service agreement for 2024‑25.
Several pay applications and invoices were authorized, including payments to contractors involved in recent campus work: a payment to Horsley Corp. (application #17), an invoice to Lou Loubari (invoice #2302217) in the amount of $221,145.45, and multiple pay applications to GR Noto Electrical Construction Inc., including application #16 ($7,522.92) and application #17 ($28,523.55). The board also approved larger pay applications to Keystone Sports Construction (including an application for $214,671.47 and a smaller application for $12,606.83); district staff said the major field projects were complete and that outstanding items had been paid, though one director reserved further questions about Keystone’s work and costs.
The board approved routine financial items by voice vote, including the list of bills payable (Sept. 19–Oct. 16), acceptance of the treasurer’s report, posted checks received, activity fund reports and cafeteria reports, and the roster of bus and van drivers for the 2024‑25 year (with the caveat that approvals lapse if certification/clearances expire before the next meeting).
"Motion carries," the chair said repeatedly as routine items were approved throughout the meeting. Mrs. Pesotta moved to approve the bills payable and attach a copy to the minutes; her motion was seconded and approved. Mr. Luchinski moved the appointment of Dr. Steven Archambault as the district school physician for the remainder of the 2024‑25 school year at a $7,500 annual fee plus $100 per football game; that motion passed.
The meeting adjourned at 7:26 p.m.
