Board approves MOU with Pennsylvania State Police after clarifying reporting process for weapons incidents

The McGuffey Area School Board voted to approve a memorandum of understanding with the Pennsylvania State Police on Nov. 20 after a prolonged discussion about how weapons incidents are handled and reported.
Members of the public and some board members asked whether the MOU would require mandatory reporting to state police in instances where students bring small pocket knives for lawful purposes (for example, farm or hunting communities). A board member asked if the clause referring to the scribe code definition of a weapon would compel the district to report every minor possession to PSP.
The district chief of school police and legal counsel clarified the process: building principals make first-line disciplinary determinations and only situations that meet thresholds for criminal referral are escalated to law enforcement. The chief said the MOU is primarily for the district to receive services and the state police's safe-school report; it is not a requirement that principals automatically call state police whenever a minor pocketknife is found. The board discussed Act 24's recent requirement that notification now be district-wide when particular weapon incidents occur, and presenters said they would review local MOUs to ensure coverage across municipal jurisdictions (Donegal, South Franklin, Morris Township) where district property exists.
After the clarifying discussion, the board approved the MOU by voice vote. Several board members asked administration to follow up to ensure the MOU list includes all relevant local law enforcement jurisdictions for district properties beyond school buildings (for example, athletic fields).
