Hans Herr presenter outlines MTSS, SWPBIS push and new dean‑of‑students role

Hans Herr Elementary staff presented a detailed update on the building’s multi‑tiered system of supports (MTSS) and schoolwide positive behavioral interventions and supports (SWPBIS) at the Feb. 17 Lampeter‑Strasburg workshop.
The presenter said the district’s core programming meets most students’ needs: “If we take a 100 students ... our core program is likely meeting 80% of those,” he said, then described a smaller group that require more intensive interventions. He said the school is working with the Pennsylvania PBIS Network and is in year two of a three‑year plan to achieve state recognition as an SWPBIS school, noting the recognition itself is secondary to improving consistency and supports.
The presentation outlined a new handbook for building staff, monthly Tier‑1 behavior (building leadership) meetings, an advanced tiers team that includes school counselors, specialists and the school psychologist, and new systems to identify and track students who need extra support. The presenter said about 30 students at Hans Herr have Tier‑2 plans this year; staff assess progress each trimester and adjust supports accordingly.
Staff also described a forthcoming dean‑of‑students position intended primarily for prevention and follow‑up: the dean will write behavior plans, help implement interventions such as check‑in/check‑out, and follow up with families and counselors after disciplinary incidents to address root causes rather than simply issuing consequences.
The school’s PBIS rewards system — students have PBIS Rewards accounts and earn ‘Pioneer Gold’ that can be redeemed at monthly shopping days — was described as an effort to create a uniform recognition system across classrooms. The presenter said teachers will be able to operate individual classroom stores next year to support consistent classroom management and reduce administrative burden on specialists.
Board members asked whether the dean of students would be full time and how the board could support the work; the presenter recommended continued board visits and periodic opportunities to see MTSS/SWPBIS in action. The board did not take formal action on the presentation; administrators said they will continue implementation and monitoring.
Next steps: the district will continue to refine MTSS/SWPBIS practices, hire and train the dean of students role, and pursue state recognition under the PBIS network timeline.
