Policy committee forwards family-engagement Title I plan and multiple policy updates to full board

The Kutztown Area School District Policy & Curriculum Committee on Jan. 12 voted to send a set of revised policies to the full board, including Policy 918 (family engagement/Title I plan) after a focused discussion about parent participation language and monitoring requirements.

Mr. Pyle, who joined the meeting online to present the Title I family-engagement compact, described the document as a district playbook for federal-program requirements and school-level activities, noting that Kutztown Elementary currently qualifies for Title I supports and that the plan includes distributing the Title I plan in writing and providing language-access services. "Right now, we have Kutztown Elementary that is, qualified as our title 1 programming," he said, summarizing the compact and the on-site activities that support parent engagement.

Committee members pressed staff on wording that moves classroom volunteering from "encouraged" to "expected" and on an apparent discrepancy between the policy and the parent-contact language, which in one place used the word "required." One member said sharply, "If it's required, it's not volunteering," underscoring the committee's concern that the policy's terminology match the district's intentions and legal obligations. District staff agreed to check the precise monitoring requirements and to clarify whether certain terms must appear in policy for compliance with federal monitoring.

After that clarification, the committee voted to forward Policy 918 to the full board. The committee also moved several other policy revisions to the full board during the same meeting: Policy 105.2 (exemption from instruction), Policy 706 (property records — raising the capital-assets threshold), Policy 122 (extracurricular activities), Policy 216 (student records), Policy 204 (attendance, first reading), and Policy 218.1 (weapons and required notifications). Committee discussion and votes reflected both statutory changes (cited monitoring requirements and state law) and practical edits to align policy language with current operations.
