District staff (Speaker 3) explained a set of policy updates that consolidate duplicate wording across administrative, professional and maintenance policy sections into a single 800-level operations set to modernize language provided by PSBA. "PSBA put everything to 300 ... so we're basically trying to mesh all of there's basically a policy ... we're gonna strike the existing 300 level policy, and everyone's gonna be under the 800 level policy," Speaker 3 said.
Board members asked whether the consolidation would change substantive rights or obligations. Committee member (Speaker 5) asked whether the updated wording would reduce restrictions on employee speech or change review obligations. Legal/administrative staff (Speaker 6) and Speaker 3 responded that state law and case law continue to govern employee speech rights and that the changes are largely wording updates to align with PSBA templates rather than changes to legal standards.
Members also questioned a change in wording for the AIU program-of-services review, which moved from a required annual review to "periodically review." Speaker 5 said annually was a clear accountability point while "periodically" is ambiguous and could lead to longer gaps in review. Staff replied that many PSBA templates use broader language to reduce mandatory items that can overburden boards, but emphasized that Keystone Oaks has historically voted on AIU program services yearly in practice.
The board asked staff to confirm the practical review cadence and to continue providing the AIU program materials in the annual packet; no policy was finally adopted at this meeting.
Ending: The policy changes were discussed and explained; board members requested follow-up clarification on review cadence and any substantive legal implications before formal adoption.
