The Keystone Oaks School District Board reviewed plans and vendor quotes for playground replacements at Aiken and Dormont and scheduled formal contract votes for next week.
Board member (Speaker 4), chairing the Buildings & Grounds report, said the district received CoStar quotes and expects to move two motions next week to award equipment and installation contracts to Snyder Recreation; the Aiken site’s work was described as more intensive and about $20,000 higher than the Dormont quote. "This is a CoStar quote. The difference between the first and the second is $20,000," Speaker 4 said.
District staff (Speaker 6) described the procurement process: the district hired BERC to prepare the scope of work and solicited vendor bids; Schneider appeared as the lowest quote in the packet and complete specifications were provided to the board. "We hired BERC design firm to create the scope of work … and it spit out to these various companies, and it looks like Schneider was the lowest," Speaker 6 said.
Parents and volunteer leaders raised questions about whether PFOs had seen the mockups and whether sale proceeds or local fundraising were dedicated to the projects. A PFO representative (Speaker 5) said the PFO believed sale proceeds from the Aiken property had been intended for the playground. District staff (Speaker 3) replied that the amount was small—"I think it was only about $80,000"—and that funds had been used for capital items, creating a perception gap between PFO expectations and accounting records.
Several board members asked for more time and information before voting. The board agreed to collect specific questions from members and requested those be emailed to Maureen by Thursday evening so administration (Doctor Shostak and Mr. Kubiak) could provide clarifications before the vote. "If you have specific questions, feel free to email them over," the Chair (Speaker 2) said.
Board members also raised safety and design concerns about the Dormont layout, noting the drawings may not be to scale and that surfacing and site prep would be part of the work. Speaker 7 asked why the main structure appeared tucked against the building; staff said the diagrams were illustrative and that specifications include height and safety details.
Next steps: the board will vote on the playground vendor motions at next week’s meeting; administration will circulate responses to member questions and make bid materials available through central administration to ensure consistent public messaging.
