Justin (S8) briefed the board on a package of policy and administrative regulation updates, including AR626 (a correction to a previously sent attachment) and extensive revisions to nondiscrimination policies and administrative procedures to reflect updated Title IX definitions and Pennsylvania Human Relations Act guidance.
"The majority of this report deals with updates to the Pennsylvania Human Relations Act regulations and Title IX definitions, procedures," Justin said, noting the attachments show redlines of the changes.
He explained the ARs were revised to create parallel grievance and investigation processes for classroom and non‑classroom complaints and that the district will retain the prior Title IX grievance procedures to address any legacy complaints. "There may be two sets of grievance procedures up there," he said, adding that some courts and injunctions nationally have affected how districts implement new regulations.
Justin credited colleague Christina Gallagher, recently returned from maternity leave, for major work on the Title IX updates and said the changes are intended to increase protections without substantively reducing existing safeguards.
Board members asked clarifying questions; Justin offered to follow up when matters required more technical detail.
Next steps: administration will circulate the redlined policies for review and return with any requested clarifications; no formal adoption vote was taken at the work session.
