The Franklin Area School District presented a list of recommended vendors to carry out repair and replacement work at Sandy Creek Elementary following a truck collision on Oct. 13, 2025, but business manager Kimberly Eaton said the vendors’ combined estimates exceed what the district’s insurer is offering and that the two sides remain far apart in valuation.
Eaton said the district has been exchanging engineer reports and supporting documents with the insurance company to justify the district’s repair numbers. "We came up with this list of vendors, but, please know that these vendors' total [estimates] are a larger sum than what the insurance company is willing to give us," she said.
Superintendent Dr. Thomas added the insurer conducted a remote assessment and has not performed a full physical review of the building’s infrastructure, which the district believes is necessary to capture the true extent of damage. "They didn't come and actually do a physical review," he said, noting the insurer and the district's adjusters are still reconciling figures.
Board members asked about legal options and whether the district could pursue coverage through the individual's insurance; district counsel involvement was discussed as a possibility if negotiations do not resolve the gap. No settlement or final contract award was recorded in open session; Eaton said the district expects further communication with the insurer and will report back.
Why it matters: Repairs to school facilities following property damage affect safety, scheduling and budgets. The gap between vendor estimates and insurer offers could create out-of-pocket obligations or delay repairs until coverage is resolved.
