Board hears first read of threat-assessment policy and questions about fraud-policy scope; public asks for accounting of high substitute-service costs

Board members asked whether the fraud policy would apply to booster organizations that receive or handle public money. Members agreed to consult the solicitor and the director of finance and bring guidance back to the board before final adoption.
In non-agenda public comment a director asked for clarity on substitute staffing costs, noting the district spent about $860,000 on Kelly Services and that pre-COVID spending was lower (about $425,000). The board chair said staff would provide an update and work with the solicitor to determine what can be disclosed publicly. The chair also suggested exploring other provider options if available.
Separately, the personnel committee recommended adding an applicant, Ashley Collins, as middle-school cheer sponsor; the board approved the appointment after a motion and roll-call vote.
The board carried the remaining routine motions and adjourned with its next meeting scheduled for Sept. 12 at Highland Middle School.
