The superintendent told the board the package "stayed within our budgeted amount for this year" but acknowledged longer-term fiscal pressures as more teachers reach top scale later in the contract period.
During public comment a resident asked detailed financial questions tied to agenda item 10.10 (the VDA contract) and similar fiscal concerns for bargaining: "Were financial projections prepared before this contract was negotiated? What is the plan for closing the budget capital over the next five years while including this increase?" The resident asked who sits on the negotiating committee and whether the director of finance participated in negotiations.
Board members and the superintendent declined to go into extensive negotiation detail during public comment, saying some topics are confidential and that the public question would be better addressed when the item came up on the agenda. The superintendent said she would defer some specifics to the solicitor and planned to provide more explanation during the formal voting discussion.
Board members later moved and carried motions to approve several agenda items tied to the education committee, including the targeted-support plan for Blackhawk High and the set of consent items that encompassed the contract materials. The superintendent read specific salary figures for year one for a masters-level placement (presented as $57,502) and repeated the 3.6% average increase figure.
The board did not resolve all public questions about long-term affordability at the meeting; the superintendent said the district would continue fiscal due diligence and promised to provide clarifying information where permitted.
The board is scheduled to reconvene on Sept. 12 at Highland Middle School for follow-up items.
