Carlynton SD expects $512,000 in new state aid; net budget rise about $94,583

Mr. Bilby told the board that the recently passed state budget will increase the district's funding by "approximately $512,000." He broke the total into specific line items: basic education up $123,652, Ready to Learn up $111,004, and special education up $82,665; the state also included a charter-school startup subsidy (the district's share $70,794) and a school-safety grant of $124,257.
"So our share was, 70,794," Bilby said, and later summarized: "So with that said ... it is 512,000. ... So our net increase is $94,583 to the budget." He explained the difference between the $512,000 figure and the district's net increase reflects prior budgeting assumptions and how funds were allocated among assigned, restricted and unassigned fund-balance categories.
During public comment Darcy Stowhorn asked whether the district had raised property tax on the posted final general fund budget. Bilby said the online form initially did not reflect the final selection but had been updated and the state had approved the submission; he described the internal accounting steps to reclassify assigned and restricted fund balances and said the unassigned balance shown on the new document is about $2.8 million.
Bilby told the board staff are still "digesting" the budget details and plan to review scenarios at finance-committee meetings as information becomes available. The superintendent and board members thanked staff and the state for funds that will support upcoming renovations and programs.
