A board member asked whether adding a second teacher at roughly $57,000 would be justified compared with increasing pay for a part-time lab assistant; district representatives said hiring as a teacher was the more reliable way to expand enrollment and maintain programming.
The board also reviewed a proposed $15,000 annual stipend for the ACTI superintendent of record. The stipend was described as compensation for the extra time and oversight that a superintendent would provide if ACTI pursues a land purchase and building project; under the district'led rotation system in prior years the role had been unpaid. The board discussed the duration and purpose of the stipend and said governance decisions about the position''including any term length''will fall to the joint operating committee (JOC).
Board members and administrators discussed a long-range scenario in which ACTI could double programs and enrollment; one speaker said such a buildout could approach $70,000,000 depending on how much each participating district would commit and how much outside funding could be secured. The Adams County commissioners have designated $500,000 to assist with land acquisition; meeting remarks stated that designation expires in December 2026.
The addendum and related personnel changes were approved by roll-call vote. The superintendent earlier in the meeting had announced a public forum on ACTI scheduled for Oct. 16 in the Gettysburg Area High School auditorium, intended to explain program history and next steps to the public.
What happens next: the ACTI forum will serve as a public starting point for outreach and the JOC will consider stipend structure and any next steps for a site or building project.
