Woodburn board unanimously approves 2025''27 integrated plan to fund literacy, MTSS and student supports

Woodburn School District directors voted unanimously to approve the district's 2025''27 Integrated Plan application after a presentation from district staff outlining goals, programs and monitoring steps.
"This is an integrated effort—nine different programs that are being combined into these four overarching goals," a district director said as staff walked the board through connections between the state's longitudinal performance growth targets and local strategies including MTSS, PBIS, CTE and early literacy supports.
Staff emphasized measurable approaches to literacy and attendance, citing current work to standardize intervention materials, implement MTSS tiers progressively through the 2026'27 school year and sustain behavioral-health staffing. Director Chapman and other staff described specific supports that the plan funds: the integrated plan covers additional positions that district staff otherwise could not finance, and the presentation cited current counts (for planning) such as six behavior specialists, 16 counselors and four social workers districtwide with some roles funded through the plan.
Board members asked for detail on monitoring cadence and reporting; staff said the district will store data centrally and conduct regular data cycles, learning walks and grade-level review meetings and will report progress to the board and to the state as part of ODE grant monitoring.
The board motioned to approve the 2025''27 Integrated Plan application; the motion carried 5-0.
Staff said the approved application will be submitted to the Oregon Department of Education for review and grant agreement formation; final grant agreements will be returned to the board for ratification when issued by ODE.
