Director Bishop (speaker 5) and staff explained negotiations with both licensed and classified associations are still underway and not finalized. Staff said the budget includes amounts for potential negotiated increases and the district would honor any agreed salaries and benefits. If settlements exceed budgeted assumptions the administration would first consider the operating contingency ($250,000) or transfers within functions, and if those sources are insufficient would return to the board to request a formal budget adjustment.
A board member asked whether the district's legally required reserve (fund balance) would be used; staff replied the board-policy-required reserve would not be touched and that the district must maintain the fund balance per policy (noted as a floor of roughly 5% to 10% in the packet discussion). Staff said alternatives include deferring purchases, reducing transfers out of the general fund, or other reallocations before accessing the policy reserve.
