Woodburn SD 103 board adopts public comment policy, operating agreement and routine confirmations

The Woodburn School District 103 Board of Directors on Tuesday adopted an updated public comment policy and a revised board–superintendent operating agreement and approved routine confirmation items and its 2025–26 school-visit calendar, all by unanimous voice vote.
The board voted to adopt updates to policy BDDH governing public comment after staff explained changes intended to clarify virtual comment procedures and follow-up. Staff said the AR will allow virtual commenters to read remarks with advance notice (by 5:00 p.m. when possible) and removes the prior requirement to submit a written statement. "When follow-up is warranted, that usually will be done through our superintendent in collaboration with myself, the board chair," the chair said at the meeting. Board member motioned adoption and the chair announced, "Motion carries 5 to 0."
The board also adopted a revised board–superintendent operating agreement that adjusts agenda-setting language to align with board policy: inclusion of items by the chair and superintendent is not guaranteed unless approved by the board (the revision clarifies that unanimous board approval is required where indicated by policy). A motion to adopt the operating agreement passed on a 5–0 voice vote.
In routine business, the board approved the meeting minutes from Aug. 26, 2025; personnel items; the surplus property disposal report; acceptance of gifts and donations; and funding proposals including the comprehensive literacy state development grant. The confirmation items were moved, seconded and adopted by voice vote. The chair announced the result as "Motion carries 5 to 0." The board also moved to adopt the district's draft 2025–26 school-visit calendar by the same margin.
