The Sheridan SD 48J board voted to approve the charter renewal application from Sheridan All Prep Academy, a procedural approval that opens formal negotiations between the district and the charter operator.
Superintendent Dorey reminded the board that approving the application does not finalize terms; it simply authorizes the district to enter negotiations. "Approving the application opens negotiations," she said, and flagged key negotiation topics including enrollment caps and special education services.
Board members asked whether the charter’s requested changes — including a request for unlimited enrollment — would affect district funding and special education staffing. The superintendent said the district currently employs two special education teachers who serve the charter’s students and that the district keeps the state special education funding; the allocation and liability details will be part of negotiations.
The motion to approve the renewal application and move into negotiations was made by Larry and seconded by Ruby; the chair recorded the notional carry as 4–0 with one abstention. Board members noted the process could take months and that they would seek OSBA charter guidance and negotiate items including enrollment limits and special education funding and oversight.
Action taken: the board approved the charter renewal application to begin negotiations; staff were directed to assemble negotiation materials and consult OSBA (Oregon School Boards Association) as needed.
