Lawmakers hold multiple contracts over bid and monitoring concerns, cite bid discrepancies and wage-compliance risks

Across the Dec. 15 session, Jackson County legislators put several contract items on hold and sought additional procurement documentation after members flagged large discrepancies among bids and raised wage-compliance concerns.

On the Rock Island Trail Greenwood Connector (Resolution 6048), the clerk read a contract award for construction services for a not-to-exceed $1,914,489 contract with Terry Snelling of Independence. One legislator pointed to a low bid of approximately $1.9 million and a high bid above $5 million and said the discrepancy "suggests that there's probably some labor shortage issues going on," and warned the county could be choosing an unrealistically cheap option over a responsible bidder. The legislator also invoked the county’s responsible-bidder ordinance and said the council should review full bid documents before final adoption.

Separately, the legislature debated Resolution 6049 to establish a third-party monitoring program for county projects to allow qualified contractors to conduct site inspections. Supporters said the program would improve compliance and monitoring, while some members asked for additional clarifications. The clerk recorded a roll call after a motion to hold; the hold was approved and the item will be revisited.

In both cases, sponsors asked for the bid documents and for follow-up from procurement and the compliance office before bringing the measures back for final adoption.

The holds pause contract awards until committee or the full legislature can review bid materials and confirm compliance with wage and responsible-bidder requirements.
