Rainier board approves Northwest Regional ESD local service plan after presentation

Maureen Wolf, vice chair of the Northwest Regional ESD board, opened the presentation and described the ESD's role serving 20 districts across Tillamook, Clatsop, Columbia and Washington counties, offering core services and a menu of services districts may purchase. "Each year, the ESD codevelops a local service plan with district leaders," Wolf said, noting the plan must be approved by board directors and two‑thirds of component districts.
Dan Goldman, the ESD presenter, walked the board through how funds are split between shared core services (25 percent) and district agency accounts (75 percent), and highlighted supports the ESD provides to Rainier, including special education staffing, cybersecurity and a college/career readiness platform called SchoolLinks. "You have access to a whole plethora of professional learning services," Goldman said, describing grant‑writing supports and consortium approaches when multiple districts pursue the same funder.
Board members asked how the ESD handles competing grant applications from nearby districts. Goldman said ESD grant writers support districts evenly and try to pursue consortium grants when appropriate; the decision of which district receives an award depends on the grantor's priorities, not ESD favoritism.
Following discussion, a board member read the resolution approving the ESD local service plan, citing compliance with Oregon Revised Statute 334.175. Chair Schimmel called the vote; the board recorded six votes in favor and one opposed. The motion carried.
The board packet includes the full plan and the ESD slide deck; the ESD presentation emphasized the plan's core/menu structure and services intended to support Rainier's special education, early childhood and technology needs. Next steps include any administrative follow‑up required by the ESD and the district's continued use of agency account funds for purchased services.
