A representative from South Coast Education Service District explained the district’s annual Local Service Plan (LSP) and told the Port Orford-Langlois board the plan is unchanged from last year after review by regional superintendents and the ESD board.
The presenter described the LSP structure: tier 2 services — selected by individual districts from a menu — account for the vast majority of VSP/resolution dollars (about 95%), while tier 1 core services (about 5%) cover districtwide functions such as homeschool registration, audiology testing and birth-to-3 evaluations. The ESD model allows smaller districts to purchase fractions of specialized staff (for example, teachers for the deaf or visually impaired) so highly specialized personnel are shared across districts.
Board members asked clarifying questions about the nursing services reduction, and the presenter explained that the change reflected population shifts and specific individualized needs rather than removal of basic medical triage. The district purchases contract nursing for certain individualized education program (IEP) needs rather than providing a full-time nurse in each small district.
The board moved, seconded and approved the LSP as presented; visiting superintendents and administrators were thanked for attending.
