The Port Orford-Langlois SD 2CJ budget committee voted to recommend the district’s proposed 2025–26 budget to the full school board after hearing staff warn of uncertain federal and state funding and a temporary spending freeze.
The recommendation, made at the committee’s meeting and approved by voice vote, moves the proposed budget to the school board for adoption at the June 9 budget hearing. Denise, the budget chair, told members the district had placed a spending freeze "a few weeks ago" to conserve funds and that several federal and state funding streams remain unsettled.
Denise said federal programs are in flux: "We believe Title I ... is going to be held harmless at least for a year, but Title II and IV funds are going away completely." She also cited a state revenue forecast figure for schools — about $11,370,000,000 — and warned the final legislative decisions could reduce funding available to districts.
On special education costs, Denise said some high-cost disability placements can absorb substantial portions of local budgets and that state funding covers only a fraction of those costs. She also said some staff members have signaled they will resign, a factor that could affect staffing and expenditures in the coming year.
A committee member moved "that we approve the 2CJ budgets for the 2526." The motion was seconded and the chair called for a vote; the chair then said "motion carries." The transcript does not record individual vote tallies in full.
Denise explained the committee’s approval serves as a recommendation to the full board, which will vote to adopt the budget at the June 9 meeting. She advised members that final budget figures are estimates until the district closes its books June 30 and completes its audit.
Before adjourning at 5:46 p.m., the committee clarified that the board — not the budget committee — develops and levies taxes; levy action occurs at the board budget hearing. Denise encouraged committee members to contact district staff with any questions before the board hearing.
The budget recommendation will be considered by the Port Orford-Langlois SD 2CJ school board at its June 9 meeting; the district will finalize numbers after year-end closing and audit.
