Philomath SD 17J's policy committee spent a large portion of its meeting reviewing how the district selects a student representative and whether patrons' requests should automatically become agenda items.
The committee's Chair said application materials for the student-representative forum are available from the high school office and on the district website and noted that in recent years selections have been handled by high school administrators rather than by board interviews. The Chair said the district is "in process" for this year's selection and that the committee will bring a recommendation to the October meeting.
Committee members argued the board should clarify the process. One committee member proposed adding the topic to the next work session "to discuss the process for the coming spring" so the board can decide whether to resume direct interviews. Another member urged a short sentence in the policy that explains how an agenda request moves from a patron request to an agenda item, noting the difference between day-to-day operational matters (to be directed to the superintendent) and matters appropriate for the board's agenda.
On agenda requests, the committee discussed three practical paths for a patron's proposal: 1) submit to the chair and superintendent for possible placement on a future agenda; 2) raise the issue during public comment to solicit support from board members; or 3) secure the support of two board members to formally request placement. Several members recommended adding a clarifying sentence that two board members can ask to put an item on the agenda or referencing the board operating guidelines to avoid implying that a patron's request automatically guarantees placement.
The committee directed staff to: refine the proposed sentence about agenda requests, reference the board's responsibilities (policy BBA/BDA) where useful, and return the clarified language at the next work session for final editing before the item is placed in the board packet.
