Budget committee orientation outlines Oregon budget law, schedule for Philomath SD 17J

Jennifer, a business manager from Wilshire, led an orientation that laid out the budget committeeresponsibilities for Philomath School District 17J and explained why the district must produce a balanced budget.

"We have to follow Oregon budget law. It requires a balanced budget for all local governments," Jennifer said, describing the legal requirement that frames the committeework. She told members the budget serves as the districtfinancial plan and that transparency to the public is a central purpose of the committee.

The session detailed what the budget committee can and cannot do. Jennifer said the committee is a planning and advisory body composed of elected officials and appointed community members who must be voters in the district. "You can't set salaries or employee commitments," she said, adding that the committee may review budgets, request additional data from staff and make recommendations on tax rates but that the board sets policy and organizational matters.

The presenter confirmed scheduling milestones: the board approved the budget preparation calendar at its January meeting and the district will hold two informal budget work sessions in March, which Jennifer described as discussion sessions rather than public hearings. Detailed consideration of next yearbudget figures will happen at the public budget hearing in May.

Participants introduced during roll call included Tom King (new budget committee volunteer), Sandy Aaron (school board), Darren McMullen (school board) and Matthew Cook (new board committee member). The orientation did not include formal votes or motions.

The session emphasized the advisory role of the committee to ensure the districtbudget planning remains transparent and compliant with Oregon law; staff will present more detailed budget figures in upcoming sessions and public hearings.
