The Ontario School District 8C board on Monday adopted its 2024–25 budget and related appropriation resolutions after school finance staff reported an upward revision to state revenue estimates.
The district's finance presenter said the state school fund estimate was corrected after a calculation error and that the adjustment increases revenue by $638,000. The presenter recommended reflecting the higher revenue in the adopted budget while decreasing the ending fund balance and transferring money into building reserves so the district does not expand ongoing spending authority.
"With that extra 0, we're getting ... 638,000 more from the state," the director said, urging trustees to increase state school fund revenue and decrease the ending fund balance accordingly.
The board opened and closed a public budget hearing, then voted to adopt the budget and approve appropriation resolutions referenced in the meeting as Resolution 23‑16 and related items (23‑17 and 23‑18). Trustees also approved a separate resolution authorizing transfers of budget appropriations (referenced as Resolution 23‑15 and 23‑54 during the meeting) to align the general fund with the revised estimates.
Trustees asked whether the changes would require reconvening the budget committee (a statutory threshold applies if changes exceed 15 percent of the original budget). The finance presenter said the adjustments are below that threshold and that the Oregon Department of Education (ODE) had indicated the approach was appropriate.
Board members praised the district's overall financial position and discussed plans to spend down certain federal/state funds before September. The presenter noted an anticipated drawdown of designated funds this fiscal year and said projected remaining balances will be lower than earlier estimates.
The adoption and appropriation votes passed by voice vote; no roll‑call tallies were recorded in the transcript. The district said staff will carry out the transfers and adjustments authorized by the resolutions passed at the meeting.
