Crystal asked the board to adopt resolution 2026‑01, which bundles adoption of the FY26 budget, statutory appropriations and the property tax levy. "These are the numbers I have to stick by that we can't go over," she said, framing the appropriation resolution as the legal accounting structure required under Oregon budget law.
