The change was presented by a district staff member who compared the board's current language with Oregon Revised Statutes and proposed updating the policy to mirror the ORS provision. "No member of the board may serve as chair more than 4 years in succession," the presenter stated while moving the amendment. The motion to adopt the policy with the stated changes was recorded as moved by Dustin and seconded by Susie; the board approved the motion by voice/hand vote.
Board members also discussed a clarifying addition to the executive secretary duties to explicitly note assistance to the superintendent and board chair on agenda development and legal timelines. One board member suggested language to ensure the executive secretary would "assist the superintendent and board chair in developing or establishing the agenda for the meeting and also to assist the superintendent and board chair in remembering those dates, those timelines that we need to meet in order to be legal with this with state requirements." The presenter responded that the draft language already included catchall duties to cover those tasks.
The board indicated the change is intended to prevent scheduling special meetings for chair elections and to ensure the timing matches the statutory phrasing. The amended policy was adopted at the work session and will appear for any required formal reading in subsequent business meetings.
The board did not change other substantive duties in BCB at this meeting; members signaled agreement to bring the amended policy forward for the next available formal action.
